Executive Summary

Capital is moving. Infrastructure is being procured.

The EBC Deal Index for Q2 2026 records a composite score of 74 / 100 — an increase of five points from Q1 2026 and the highest reading since inception. European institutional intent has transitioned from exploration to operational deployment. Capital is moving. Infrastructure is being procured. The July 2026 MiCA deadline is acting as a forcing function, accelerating compliance spend and market consolidation across the sell-side.

WILLINGNESS TO ALLOCATE76/100 ▲ +5

Buy-side intent to deploy capital into digital assets — driven by institutional ETP inflows and record RWA growth ($31.4B by May 2026).

WILLINGNESS TO BUY SERVICES71/100 ▲ +4

Sell-side appetite for custody, compliance, and settlement infrastructure — accelerated by MiCA's July deadline.

REGULATORY MOMENTUM79/100 ▲ +8

Pace of MiCA authorisation and licensed market formation — 185+ CASPs licensed, CaixaBank authorised by CNMV in March.

Institutional Survey Intent

EY's 2026 Institutional Investor Digital Assets Survey: 73% of institutional respondents plan to increase digital asset allocations in 2026, up from 62% the prior year. Only 1% plan to reduce holdings — the lowest figure ever recorded. BPM's 2026 Outlook found 75% of institutions expecting to increase allocations, with 59% planning to allocate over 5% of AUM to digital assets.

Tokenised Real-World Assets — Record Growth

CoinGecko's RWA Report 2026: the tokenised RWA market grew 256.7% — from $5.42B to $19.32B between January 2025 and March 2026. Yellow.com (May 2026) extended this to $31.4B by May 2026, driven almost entirely by institutional demand. Tokenised Treasuries lead at $12.88B. BCG and Ripple project $18.9 trillion by 2033. Six asset categories have each surpassed $1B: private credit, commodities, US Treasuries, corporate bonds, non-US government debt, and institutional alternative funds.

ETP and ETF Institutional Inflows

Global crypto ETPs: $87B in inflows since 2024 (SSGA). EY found 68% of institutions increasing BTC/ETH ETP allocations in 2026. European pension funds are testing exposures below 3% of portfolios; insurers are exploring tokenised bonds for yield; sovereign funds are evaluating blockchain-based cash equivalents (B2Broker, March 2026).

Capital Deployment by Segment

European family offices are the most active allocator segment in Q2 2026, particularly in Iberia and DACH, where allocation intent runs above the EU average. Hedge funds are expanding positions in tokenised Treasuries and structured products. Asset managers are building internal digital asset teams — a leading indicator of sustained allocation, not one-time exposure.

Compliance and Regulatory Hiring Surge

Blockchain Association EVP Dan Spuller (FA-Mag, May 2026): The 2026 story is really about institutional build-out across ETFs, tokenisation, custody, compliance and market infrastructure. Kraken, Bitget, Coinbase, and Anchorage Digital are all actively expanding European compliance teams. MiCA compliance experience is now the single most-cited hiring criterion in European crypto job postings (CryptoJobsList, June 2026). Speculative roles have decreased; infrastructure and governance roles have increased.

Custody Infrastructure Procurement

Firms that have completed MiCA compliance infrastructure have seen a 45% rise in institutional investment (Yieldfund / Finance Magnates). The compliance cost impact is asymmetric: up to 15% of revenue for smaller firms versus under 2% for large exchanges — accelerating consolidation that benefits established players.

Stablecoin Settlement Infrastructure

Annual stablecoin on-chain transfer volumes surpassed $27 trillion in 2024 (B2Broker). EURC (Circle), EUR CoinVertible (Société Générale), and EURe (Monerium) are actively procured as settlement rails. The TRADE (December 2025, Jenna Wright, LMAX Group): stablecoins will be embedded in institutional finance rather than confined to crypto use cases by end of 2026.

MiCA Full Enforcement: The July 2026 Deadline

After 1 July 2026, all crypto-asset service providers operating in the EU must hold full CASP authorisation or cease operations. This affects 1,200+ virtual asset service providers currently operating across the EU (Gofaizen & Sherle, June 2026). A MiCA CASP licence grants passporting rights across all 30 EEA jurisdictions — eliminating the need for separate national licences and directly enabling the cross-border deal flow that EBC is engineered to facilitate.

185+ CASPs Authorised — Licensed Market Taking Shape

By April 2026, more than 185 crypto-asset operators had obtained MiCA licences in the EU (Spain's Agencia Tributaria). ESMA's Interim MiCA Register is publicly accessible and updated at regular intervals. Traditional financial institutions are increasingly prominent in the licensing picture.

CaixaBank: A Market-Moving Signal

On 30 March 2026, CaixaBank — one of Spain's largest banking groups — obtained CASP authorisation from Spain's CNMV. Authorised services: custody, order reception and transmission, execution of buy/sell orders, transfers. LegAsset (May 2026): for crypto businesses, this creates both opportunity and pressure. The entry of a systemically important bank into the licensed crypto market confirms MiCA is achieving its intended effect.

VC Deal Count at Multi-Year Lows — But Capital Concentrates

Global crypto VC deal count has slumped to a five-year low (The Block, June 2026). Q1 2026 generated $4.04B — less than half of any quarter in 2025. However, capital is concentrating in fewer, larger rounds targeting infrastructure, stablecoin payments, tokenisation, and institutional trading services. The Block: "generalist crypto VCs are becoming more selective, while the projects that attract conviction command outsized rounds."

European VC — Resilient and Selective

The UK captured 22.9% of global crypto VC capital in Q2 2025 (Gate Ventures), second only to the US. In May 2026, Vestbee documented active European deal flow including Squid's $6M raise (Zug, cross-chain infrastructure) led by North Island Ventures. PitchBook's Q1 2026 analysis: European PE activity "anchored by resilient deal activity" with digital infrastructure as a key Q2 theme.

On-Chain Volumes — RWA Perps Breakout

RWA perpetuals recorded $524.79B in trading volume in Q1 2026 alone (CoinGecko) — on track to more than double the $313B across all of 2025. Chainalysis documented a sharp spike in Ethereum wallets created specifically to hold tokenised assets. For this cohort, RWAs are the reason to come on-chain.

Caveat: DeFi and L1 Softening

Both L1 infrastructure and DeFi tooling are receiving less VC funding as investors question value capture in crowded markets (The Block VC outlook). This sub-index is moderated to 66 to reflect genuine cooling in total deal count, even as the quality of completed deals remains high.

Top Movers and Cold Spots

Where momentum is accelerating — and where procurement is stalling.

▲ TOP MOVERS

Tokenised Real-World Assets

$6B → $31.4B between early 2025 and May 2026. Tokenised Treasuries ($12.88B), private credit, real estate all scaling. Ondo's live cross-border redemption with JPMorgan/Mastercard/Ripple (May 2026) marks the transition from pilot to production. DACH and Iberia lead European demand.

CoinGecko RWA Report 2026; Yellow.com, May 2026

MiCA-Compliant Stablecoins

EURC, EUR CoinVertible, EURe now actively procured as settlement rails — not held as instruments. $27T+ in annual stablecoin on-chain volumes. Banks launching stablecoin programmes rather than studying them.

B2Broker, March 2026; The TRADE, December 2025

Compliance & Custody Services

MiCA's July deadline has created the most concentrated compliance procurement cycle in European crypto history. Firms with completed compliance infrastructure command a 45% rise in institutional investment inbound (Yieldfund).

Finance Magnates, December 2025; FA-Mag, May 2026

Institutional ETP Flows

$87B in global crypto ETP inflows since 2024. 68% of institutions increasing BTC/ETH ETP allocations. Driving secondary demand for custody, clearing, and reporting infrastructure.

EY 2026 Institutional Survey; SSGA; BPM, March 2026
▼ COLD SPOTS

DeFi Infrastructure

Procurement decisions stalled. MiCA leaves significant ambiguity around DeFi protocols with no identifiable intermediary. Institutional buyers deferring commitments until ESMA clarifies the regulatory perimeter.

The Block, January 2026; InnReg MiCA scope analysis

New L1 and Generic Tooling

VC for new Layer 1 networks and undifferentiated blockchain tooling has contracted sharply. Market crowded, value capture unresolved. Only highly differentiated projects attracting conviction (GSR, Tribe Capital — The Block, January 2026).

The Block, January 2026; Cryip.co, June 2026

Derivatives Infrastructure

Buy-side demand present but constrained by secondary liquidity gap. Institutional allocators require demonstrated liquidity depth before committing procurement. Deferred priority until RWA secondary markets mature.

Historical Scores — Quarterly Progression

Outlook — Q3 2026 · Published October 2026

Three dynamics will determine the next reading:

Post-July enforcement clarity. Behaviour of national competent authorities following the 1 July CASP deadline will set the commercial tone for H2 2026. Aggressive enforcement accelerates consolidation and increases deal-making appetite among licensed players.

RWA secondary liquidity development. The primary constraint on continued RWA growth is secondary market liquidity depth. If platforms like Ondo and BlackRock BUIDL demonstrate sustainable liquidity at scale, the Allocate sub-index could reach 80+ in Q3.

European VC deal count recovery. Whether H2 2026 produces a rebound depends on whether new verticals — beyond prediction markets and financial infrastructure — generate sufficient investor conviction (The Block, June 2026).

Methodology

A quarterly composite indicator for commercial deal-making appetite.

Purpose

The EBC Deal Index is a quarterly composite indicator measuring commercial deal-making appetite across Europe's digital asset market. It functions analogously to a Purchasing Managers' Index (PMI): a single consistent number produced quarterly that allows market participants to track directional sentiment over time. A reading above 50 indicates expansion; below 50 indicates contraction.
